In traditional Indian culture, what is the view towards cheating?

I work in retail. I don’t want to make sweeping generalization about any group of people, but I have noticed that Indians (from India) try to cheat the system a lot. For example, I have witnessed Indians remove clearance stickers from clearance items and place them on non-clearance items, abuse coupons left, right, and sideways, and attempt to return merchandise that they bought at a huge discount for full price, to make a profit … and other less-than-honest practices.
