Removing the border wall sticker?

I have this difficult border wall that will not come off! I have a marker and I tried the fabric softener and water. I have the wallpaper remover and a drywall knife, but it is right next in the layers and sheets of paper on the walls please help me! What should I do?

I'm not sure which product you use to remove it, but I have had great success with a product called "Dep. It is sold at a major DIY stores.
