Where can I find bulk cardstock cut pre-forms?

I'm looking for a cardboard forms part of a fundraising when you make a donation and put your name on a form and hang it on a storefront, etc. preferably red card blank hearts around 4 "x 6", probably an order of several thousand. Would it be cheaper to buy a punch press, and the stencil paper? Where would the best place to find something like that?
