Can damaged luggage wheel be fixed?

The conveyor belt jacked up my luggage wheel. It looks like it's snap riveted in place. Can this be repaired or do I need to get new luggage?

Or...you could go to Target or Walmart and buy one of those little metal luggage racks you strap your luggage to to pull it. They are very inexpensive. See website below and look at the second item on the page for an example.
